Installing Microsoft's .NET Framework
3.5 Service Pack 1 prevents Xfmea and RCM++ from starting.

ReliaSoft's
Xfmea and RCM++
software products use the Microsoft .NET framework. If you install Microsoft's .NET Framework 3.5 Service
Pack 1 on your computer or network, Xfmea and RCM++ will no longer start.
Note: The Xfmea application
and the RCM++ applications were created with an earlier version of
the .NET framework. The update addresses the incompatibility
with the changes Microsoft made to the .NET framework.
Solution:
Download and install the latest Service Release (CRV 4.0.7 or
higher).
